This post contains some of Ichiro Ozawa’s thoughts on Japanese diplomacy with America.

Ichiro Ozawa (小沢一郎), the current leader of the DPJ, wrote a book that was published last year in September. The name of the book was Ozawa-shugi (小沢主義). This translates as Ozawa-ism.

I was curious if Ozawa mentioned Japan’s anti-terrorist operations in the Indian Ocean as this has become a big point of contention between the DPJ and the LDP. I have not been able to find anything, however, I did find this interesting passage. As I am very concerned that my translation might be off, I will provide the Japanese after my English translation. Please consult the original if part of what you read sounds questionable! (Corrections would be appreciated.)

Diplomacy with America through inconsistent principles

The most important issue for diplomacy with America is the “war on terror.” Japan is following America around like a little chick and carrying out diplomacy without any sense of principle. What can be said of such diplomacy except that it’s a continuation of policy without thought. This is the utter absence of foreign policy.

To put it bluntly, as far as Japanese diplomacy our most important relationship is America. Japan and America share a similar governmental system, a similar economy, a long historical relationship, and for world peace, and even more so for Japanese prosperity and security, [good] relations between America and Japan are indispensable.

However, having said that, the present attitude of “let’s just lick America’s boots” is the wrong one. That is not the real meaning of the US-Japan alliance. Japanese need to know that, at the same time and against the Japanese government’s expectations, merely showing [compliance?] does not earn America’s appreciation of Japan.

From now on, the alliance must be one where trust and reliance goes both ways, a relationship between equals. However, the current Japanese governmental position is nothing whatsoever like this.

As my readers well know, when America went to war with Afghanistan in 2001, and with Iraq in 2003, as far as those wars were “American wars”, they were initiated without waiting for international approval. As far as these wars, the Japanese government quickly said, “we support America.” To this effect Japan went so far as to dispatch SDF forces to Iraq to “help rebuild the country.” But now as far as America’s war with Iraq, whether it was a just war (as far as what it accomplished) has become a major point of contention.

Note, I am not specifically criticizing the fact that Japan didn’t wait for United Nations approval before it decided to support America. Even in the case where the international community doesn’t support America, if from the viewpoint of national interest and world peace Japan decided to support America as its ally, then that’s one method of carrying out foreign policy. But saying that, was the decision to support America in this case one made with careful thought and consideration? In other words, was the decision to support America made in light of Japan’s own national interest?

I completely doubt it.

Moreover, on the other hand, when the United Nations made a request for the dispatch of forces to assist in the rebuilding and security of Afghanistan, despite this being a united effort through the UN, Japan declined to participate. The reason, “because it’s too dangerous.”

無定見な対米外交

今の日本が抱えている最大の外交問題は何と言っても、対米関係、ことにアメリカが行っている「テロとの戦争」への対応だろう。日本政府は何の原則も定見もなく、ただひなすらアメリカに追従していけばいいという、これまた思考停止としか言いようがない外交を続けている。まさに「外交不在」だ。

最初に断っておくが、僕は日本の外交にとって最も重要なのは日米関係だと思っている。

日本と同じ政府体制、経済体制を持ち、長い歴史的関係を持つ両国が緊密な関係にあることは、世界平和にとっても、また日本の繁栄と安全のためにも必要不可欠なことだ．

しかし、だからといって現在のように「アメリカの”ご機嫌取り”をしていればよい」というような態度を取るのは、決して本当の意味での同盟国のあり方ではない。

と同時に、日本政府の思惑とは裏腹に、見せかけだけのやり方は実はアメリカからも評価されていないということを日本人は知るべきである。

本来、同盟とは双方の信頼に基づく、対等の関係であるべきだ。しかし、今の日本政府の姿はけっしてそうしたものではない。

読者もご承知のとおり、アメリカは二〇〇一年のアフガン戦争、そして二〇〇三年のイラク戦争において「これはアメリカの戦争だ」として、国際社会の同意を待たずに戦争を開始した。

これに対して、日本政府はただちに「アメリカを支持する」という表明を行ない、イラクには日本の自衛隊が「復興支援活動」という名目で派兵されたわけであるが、今もってアメリカはイラク戦争に付いて国際社会から「果たして戦争の大義はあったのか」疑惑の目で見られている。

僕は、日本が国連決定を待たずにアメリカ指示を打ち出したことそのものを一方的に批判しているわけではない。

国際社会全体がアメリカのやり方を支持しなくても、日本の国益や世界平和の観点から、同盟国としてアメリカを支えるという判断がそこにあるのなら、それはそれで国家としての行き方であり、一つの外交政策となりうる。

しかしながら、そこにはたして日本外交としての見識や思想があったのか。あるいは国益に基づく判断があったのか。

そんなものがあるとは、僕にはとうてい思えない。

しかもその一方において、アフガンの復興と治安維持のため、国連は各国に要請してPKOを組織してアフガンに派遣したが、日本は国連の活動であるPKOであるにもかかわらず、「危険だから」という理由で参加を断っているのである。
