According to <i>The Asahi Shimbun</i>, these individuals were college and junior college graduates who omitted mentioning their college educations in order to become eligible for these positions, which included "garbage collectors, bus drivers and sewage workers." Now if these job seekers had overstated their qualifications--that I would label dishonesty. Understating one's qualifications in order to win a menial position? That's a tragedy.
