		<description>I'm no constitutional scholar, but that would indeed seem to be some kind of "collective" agreement, the sort that Japan doesn't engage in with others. And of course, I bet it would go over well at home if Japan gave it's defensive military (which it could conceivably need some day) to the United Nations after failing to gain entry to the Security Council.</description>
